The rest of the time, they are waiting for an assignment, information or material. They have to redo their work, and deliver non-quality work; they lack training and tools. They have poor work techniques, their equipment is broken or they simply work at an insufficient pace because no one communicated the objective to them.
It is not worker quality that is in question, but managerial skills.
